I realize I have to explain more about the 85 percent rule concept.  Following my own belief that there are so few absolutes about human beings,  Rule is a title.   We humans like to name things, so Rule seemed an interesting grabber.
       The 5 percent super smart are  too much in a minority to completely over rule the 85 percent dumb and 5 percent dumber.  Additionally, you assume the 5 percent super smart want change or even notice what is happening.  Super smart does not necessarily mean super altruistic.  Finally being in the 90 percent dumb is because its the easier path.  You don't have to really think or take responsibility.  If the 5 percent normal or 5 percent super smart, try to move the 90 percent , the 90 percent resist being pushed to a level where they are responsible and have to think.
          You have to want to get out of the 90 percent dumb and dumber.  You need to realize you are making decisions without thinking them through and have a desire to do  better.  You have to realize that instant gratification is not necessarily a good thing.  Again  it takes a desire to put in the effort, to move out of the 90 percent.  Since we are all guilty of slipping into the 85 percent dumber than rocks, its an internal battle to move out.  Too many people don't want to do this, its easier to blame any one else, do nothing , or say its Gods will.
         There are more than 6 billion of us now.  In the past there was still room to move and resources to exploit, with a smaller population it was easier to share resources  without impacting YOUR standard of living.  The planet is finite and more and more people want the same standard of living, and as resources become scarce or harder to develop ( more costly)  its seems worse, to those living in this environment.
        The mass media and the social media only make it easier for the dumb to stay dumb, but it doesn't make the normal or super smart want to be dumb.
